NHIS Curbing the Menace of Covid-19: The NHIS Guidelines to Accredited Healthcare Maintenance Organizations (HMOs)

COVID-19 is a viral disease caused by the single stranded RNA virus called Coronavirus. At present, there are no proven drug treatments or vaccines for the management of COVID-19.

The NHIS, in line with the prescriptions of the Federal Ministry of Health, Nigeria Center for Disease Control (NCDC) and the WHO, highly recommends community approach to curtailing the spread of the disease. The Scheme recommends social distancing, good hand hygiene (regular hand washing and use of sanitizers), cough etiquette and reducing direct contact with potential COVID-19 cases.

The Scheme as part of its response to the COVID-19 pandemic, has ensured the immediate release of funds for payment of capitation and fee-for-service for April to June 2020, to accredited Health Maintenance Organizations (HMOs) to guarantee uninterrupted access to healthcare services for enrollees.


Consequent upon the directives of the Federal Government for all residents of FCT, Lagos and Ogun States to stay at home for 14 days effective from 11:00pm, Monday, 30th March 2020, and similar directives by various State Governments in order to curtail the spread of the COVID-19, the Scheme hereby directs all NIBS accredited HMOs to comply with the following:

  1. Ensure the safety and protection of their personnel against COVID-19 infection.
  2. Ensure prompt payment of capitation and fee-for-service to all healthcare facilities.
  3. Ensure the provision of timely and appropriate level of care for all NIBS enrollees by healthcare facilities, as may be required.
  4. Ensure that no NIBS enrollee is denied access to care.
  5. Ensure that all HMO Call Centers are open 24 hours daily, for prompt issuance of authorization codes and resolution of all other issues.
  6. Log all cases of issued or denied requests for authorization codes by healthcare facilities.

NHIS will monitor the situation and may revise these guidelines as may be considered appropriate. We encourage all NIBS accredited HMOs to adhere strictly to Local, State and Federal Public Health recommendations.
