NON-IMPLEMENTATION OF GOVERNMENT LAWS AND FRAGRANT DISREGARDS TO THE RULE OF LAW.

With reference to JOHESU congress meeting of 21/1/2014, we are directed to write on the above subject matter. The meeting directed that the management be written on the following unresolved issues.
NON- PAYMENT OF FIRST 28 DAYS SETTLEMENT ALLOWANCE
It is no doubt that the first 28 days allowance is a right not a privilege. This has since 1999 not been paid to staffs of Federal Teaching Hospital Gombe. The information that the management has been including it in its budget and not funded cannot justify the non-payment of this allowance since other Federal Health Institutions, like Jos University Teaching Hospital, University of Maiduguri Teaching Hospital, Federal Medical Center Keffi, Federal Medical Center Jalingo just to mention but a few are paying it. We demand that the management pay us our money without further delay.
NON-PAYMENT OF PART OF NOVEMBER 2013 SALARY.
We wish to demand for the payment of our withheld November salary without further delay.
SCRAPPING OF MEDICAL LABORATORY SERVICE DEPARTMENT.
We wish to draw the attention of the management to the circular ref no; B63279/T/35 from head of service of the federation dated 22nd February 2001and circular ref no; 4163/III/T2/II from the federal ministry of health directing the Chief Medical Director to retain and use the scheme of service for the Medical Laboratory Service. It will only be an act of impunity for the management to demand for any other circular before it can implement the contents of the scheme of service as contained in the letter from Board of Management ref; FMCG/ADM.205/III. Secondly, the institution has a Board of Management in place which has the responsibilities of ensuring the implementation of government laws and policies. We demand that the department of Medical Laboratory Services be recognized as provided by the laws regulating the practice of Medical Laboratory Sciences in this country Nigeria.
DISPARITY IN THE PLACEMENT OF OUR MEMBERS ON CONHESS 14
The management in the promotion of physicians from equivalent of CONHESS 13 to CONHESS 14 place them on STEP 9 while our members are placed below Step 5. We demand an explanation on this disparity and equitable placement of our members in relation to their counterpart.
In view of the above, we wish to state that JOHESU FTHG has exercised an unreserved patience over the years on the above issues. Further to say that the management should be held responsible for any action that may result from the inability of the management to resolve the issues in contention within 14days from the date of receipt of this letter.
