Ex-Nursing Association Treasurer Charged With Embezzlement

The former president and treasurer of a statewide nursing education group has been charged with stealing nearly $85,000 from the group’s bank account over a two-year period.
 
Jessica A. Kitscha, 25, of Winneconne, was charged Friday with theft in a business setting for a series of withdrawals from the bank account of the Wisconsin Student Nurses Association totaling $84,475. Of that amount, according to a criminal complaint filed in Dane County Circuit Court, Kitscha has paid back $79,350, including a $55,000 deposit from her mother’s trust account.
 
According to the complaint, Madison police were contacted on Oct. 11 by the association to report that unauthorized cash withdrawals had been made by Kitscha. There were no receipts for the withdrawals. The association said it wanted to prosecute Kitscha. Records showed that the withdrawals began with a $500 withdrawal in June 2015 and ended with a $300 withdrawal in June 2017, the complaint states.

Kitscha was the association’s treasurer from April 2015 to April 2016, its president from April 2016 to April 2017 and was treasurer again from April 2017 until her resignation in October, when the association’s board of directors began looking into the association’s finances.
 
While Kitscha had the authority to write checks from the association’s accounts, she did not have authority to withdraw cash. When writing checks, she was to have saved receipts for any check she wrote, the complaint states.
 
Kitscha is scheduled to appear in court on Thursday.
